營業稅增 銀行衝擊大於壽險

（中央社記者田裕斌台北2014年2月24日電）財政部今天宣布「財政健全方案」，其中，銀行及保險業的金融營業稅自2%提高至5%，業界評估，對於銀行衝擊將大於保險，中大型銀行受創較深。

三商銀主管就表示，金融營業稅調升3個百分點，對於三商銀平均獲利減損約新台幣6.5億至7億元，以三商銀去年獲利多在百億元上下，影響程度超過5%。

銀行主管也分析，台灣銀行業的資產報酬率(ROA)、股東權益報酬率(ROE)都比國際標準差上一截，如今加稅不利銀行在國際間的競爭力，對金融監督管理委員會力推的「亞洲區域型銀行」無異「搬石頭砸自己腳」。

對壽險業而言，影響不如銀行劇烈，壽險業主管表示，與銀行無進項稅額可扣抵不同，壽險業可以保費扣除提存準備金後的金額計稅，影響幅度較小，以龍頭國泰人壽為例，1年增加稅額不到4億元。

不過，由於銀行金融營業稅提高至5%，增加銀行營運成本，可預見銀行恐轉嫁到客戶身上，包括放款利率提升、信用卡權益縮水，都是業者可能的因應之道。
